[Trilinos-Users] Building Trilinos under MinGW

Has anyone had success building trilinos under MinGW?  Unfortunately, I have
some requirements to provide customers with a windows-only executable (no
libcygwin1.dll allowed).  I successfully configured trilinos, but teuchos
cannot find sys/resource.h during the build.  Has anybody done/seen this
yet?
