I have created issue #8200 for getting the new stack (TPetra, XPetra, MueLu) building on Windows without CUDA. The 51 build errors are listed in https://github.com/trilinos/Trilinos/issues/8200#issuecomment-709282887 I suspect there are many fewer than 52 actual bugs.
