That means those tests are not designed to run with MPI enabled so when MPI is enabled, they are excluded.  You will need to contact the Pamgen developers about that.

Dear Colleageus,
I have such a problem with the parallel
version of Trilinos:

-- Pamgen_run_test_script_68: NOT added test because TPL_ENABLE_MPI='ON' and COMM='serial'!
-- Pamgen_run_test_script_69: NOT added test because TPL_ENABLE_MPI='ON' and COMM='serial'!
This is even though I set the variables
manually
-D TPL_ENABLE_MPI:BOOL=ON \
-D MPI_BASE_DIR:FILEPATH="/apl/tryton/openmpi/1.10.2-gcc5" \
-D CMAKE_VERBOSE_MAKEFILE:BOOL=OFF \
-D Trilinos_VERBOSE_CONFIGURE:BOOL=OFF \
-D MPI_C_COMPILER:FILEPATH=mpicc \
-D MPI_CXX_COMPILER:FILEPATH=mpic++ \
-D MPI_Fortan_COMPILER:FILEPATH=mpif77 \
Should I add add anything else ?
