I’m not sure what you mean by preferable. Without internal single quotes is valid xml and is read happily by “native” Teuchos (using Teuchos in C++), and does the right thing in that it returns:
Teuchos::Array<string> array_string = { string(“pi”), string(“i like pie”)}
I’m not sure if with single quotes works in native Teuchos or not — we’ve always done without. I could imagine wanting a comma in an element of the string array, which likely then requires internal single quotes in native Teuchos? We’ve just never needed/supported that case.

Yes, in native Teuchos this returns Teuchos::Array<bool>, so in PyTrilinos I would expect this to return a numpy.ndarray of dtype=bool.
Note both of these work in native Teuchos already as expected.
