I think the problem  is that the documentation is generated from the CVS repository, which contains files that are not part of the distribution.  The files you are looking for are purposely not part of the distribution because they are not ready for wide use.

I do not.  I am not sure why this file is not included.  Is it possibly incomplete or not fully functional at this time?  Neither the header nor the cpp file is currently included.

Any body knows why there is no "Ifpack_CrsIlut.h" both in my trilinos source and build directory.
Trilinos documentation suggests such a file exist !
