[Trilinos-Announce] Trilinos Using C++17 by Default

Trilinos User Community,

The minimum C++ standard for Trilinos has been updated to be C++17.  Any builds that explicitly request C++14 will now yield an error when configuring.

All Trilinos testing has moved to C++17 and has been passing for several weeks.  Changing the minimum required C++ standard to C++17, eliminates a gap of possibly allowing C++14 code through, and we are ready for Kokkos 4.0 which requires C++17 as the minimum standard.
