[Trilinos-Announce] Trilinos Minimum CMake Required Version Updating to 3.23

Trilinos Community,

We are planning on updating Trilinos’s minimum required CMake version from 3.17 to 3.23 and will be part of the Trilinos 14.0 release.  A Trilinos configuration with CMake < 3.23 would then result in a configure error.  This change will benefit TriBITS and Trilinos in multiple ways (see #10355<https://github.com/trilinos/Trilinos/issues/10355>).

We are currently testing internally with CMake 3.24.

Please let us know if you have any concerns with this upgrade.
