[Trilinos-Announce] Trilinos upgrading minimum CMake version

Hello Trilinos users and developers,

FYI: Trilinos will be updating the minimum required version of CMake from 3.17 to 3.22 in the next couple of weeks (hopefully before 10/21/2022).  Installs of CMake with version 3.22 or newer should already be on all of the major SNL and other computing systems (e.g. the LLNL systems) where Trilinos is commonly used.  However, projects may need to update their environment setup to deal with this change.  Projects should update their processes to use CMake 3.22+ as soon as possible (so when Trilinos makes this change it will not trigger any configure failures for Trilinos and the transition will be smooth and transparent).
