[Trilinos-Announce] PR & MM testing upgraded to CMake 3.22+

As of ~7:45AM this morning, all pull request (PR) and master merge (MM) builds were upgraded to use CMake 3.22+. Please let wg-trilinos-framework at sandia.gov<mailto:wg-trilinos-framework at sandia.gov> know if you run into any problems.
